SC AJK summons DHO Haveli, other officers in public document misconduct case

MUZAFFARABAD (Kashmir English): An important development emerged during the hearing of the Muhammad Sharafat Mir vs. Dr. Jawad Afzal Kayan’s case in the Supreme Court (SC) of Azad Jammu and Kashmir (AJK), where the court expressed strong displeasure over the non-provision of public documents and summoned multiple officials.

The case was heard by a two-member bench comprising Acting Chief Justice Khawaja Muhammad Naseem and Justice Raza Ali Khan.

The Acting Chief Justice remarked that denying access to public documents constitutes misconduct and is tantamount to contempt of the Supreme Court’s orders.

During the hearing, Justice Raza Ali Khan admonished DHO Haveli Dr. Jawad Afzal Kayani, remarking, “It seems you will also resign from your job after fraudulently recruiting a driver.” The court termed the DHO’s response unsatisfactory and directed him to appear in person on August 8 with a detailed reply.

In a related matter concerning alleged tampering with driving test records, the court also summoned SP Haveli and the District Traffic Inspector to determine the facts.

Meanwhile, the court found the replies submitted by DHO Hattian Bala and MS Dhirkot satisfactory, subsequently terminating contempt proceedings against them.

The Supreme Court emphasized that failure to provide public documents will not be tolerated, reaffirming its stance on transparency and accountability in public offices.
