ISLAMABAD (Kashmir English): A breakthrough has been made on the digital and global politics front, where a historic and very important breakthrough has finally been made after a long period of tension between Washington and Tehran.
According to a report by the American media outlet CNN, the United States has formally released the official text of the 14-point Memorandum of Understanding (MOU) signed with Iran, under which several major decisions have been made, including the immediate cessation of military operations on all fronts, including Lebanon, and the suspension of economic sanctions.
This sensitive and most important diplomatic document, issued under the name ‘Islamabad Memorandum of Understanding’, is being considered a major milestone in global politics and economics.
According to CNN, a senior American official read out the details of this 14-point document, which aims to immediately open the Strait of Hormuz, lift financial sanctions on Iran, and clarify expectations related to Iran’s nuclear program in future technical negotiations.
All 14 key points of the MoU
Point 1: The US, Iran, and their warring allies declare an immediate and permanent cessation of military operations on all fronts, including in Lebanon, and pledge to refrain from war, military operations, or the threat of use of force against each other, including ensuring Lebanon’s sovereignty and territorial integrity.
Point 2: The US and Iran firmly commit to respecting each other’s sovereignty and territorial integrity and refraining from interfering in each other’s internal affairs.
Point 3: Both countries are committed to reaching and achieving a final agreement within a maximum of 60 days, which can be extended by mutual consent.
Fourth point: As soon as this understanding is signed, the United States will begin to remove the existing naval blockade and obstacles against Iran, and the blockade will be completely lifted within 30 days, while the United States will withdraw its forces from the Iranian borders within 30 days after the final agreement.
Fifth point: Iran will make arrangements for the safe and free passage of commercial ships from the Persian Gulf to the Sea of Oman for 60 days only, mines will be removed within 30 days, and Iran will negotiate with Oman and other coastal states for the future arrangements of the Strait of Hormuz in accordance with international law.
Sixth point: The United States will work with regional partners to develop a final and mutually agreed plan of at least $300 billion for the reconstruction and economic development of Iran, for which the United States will provide all necessary licenses and financial permits.
Seventh Point: The United States will undertake to lift all sanctions against Iran, including those imposed by the United Nations Security Council, the IAEA Board of Governors, and all unilateral primary and secondary US sanctions, on an agreed schedule.
Eighth Point: Iran reiterates its commitment that it will not acquire or build nuclear weapons, while both countries have agreed to a minimum level of technical procedures for the on-site down-blending of stockpiled enriched material under IAEA supervision.
Ninth Point: The United States and Iran will maintain the status quo until a final agreement is reached, under which Iran will maintain the current status of its nuclear program while the United States will not impose any new sanctions or deploy additional forces in the region.
Point Ten: Immediately upon the signing of this Understanding, the U.S. Treasury Department will issue waivers for Iranian crude oil, petrochemical products, and related services such as banking transactions, insurance, and transportation.
Point Eleven: Upon implementation of this Understanding, the United States will make all frozen or restricted assets and funds of Iran fully available for use, which may be used to make payments to any end user designated by the Central Bank of Iran.
Point Twelve: The United States and Iran agree that an administrative and executive mechanism will be established to monitor the successful implementation of this Understanding and compliance with the Final Agreement in the future.
Point Thirteen: Upon the signing of this Understanding, and provided that implementation of paragraphs 1, 4, 5, 10, and 11 has commenced and is maintained, the two countries will enter into special negotiations for a Final Agreement on the remaining paragraphs.
Fourteenth point: The final agreement between Iran and the United States will be ratified by a binding resolution of the United Nations Security Council (UNSC).
Potential impact of the agreement
After the emergence of this historic 14-point memorandum of understanding, the eyes of the international community are now fixed on its formal implementation.
Diplomatic experts believe that if both sides succeed in completing the next steps according to the agreed conditions, it will not only end the years of tension and war in the Middle East but will also have very positive and far-reaching effects on the global economy and energy market.
The next 60 days are considered very important for finalizing this agreement and establishing lasting peace in the region.
