MUZAFFARABAD (Kashmir English): The Azad Jammu and Kashmir (AJK) Election Commission has imposed restrictions on government appointments, transfers, and development activities in seven constituencies of Poonch and Sudhnoti districts where general elections have been postponed due to law and order concerns.
The decision was taken during a meeting chaired by Chief Election Commissioner Justice (Retd.) Mustafa Mughal on November 5, following a petition submitted by political leaders and representatives from the two districts.
Under the new directives, the government cannot make new appointments, transfer employees or create new posts in the affected constituencies without prior approval from the Election Commission.
Ministers and members of the Legislative Assembly have also been barred from distributing government funds, including development funds, Zakat, Auqaf and Bait-ul-Mal funds.
The commission has further prohibited the launch of new development schemes in Poonch and Sudhnoti under Section 116-B of the AJK Election Act. However, work on previously approved projects can continue through the relevant government departments.
Candidates and their supporters cannot inaugurate development projects, while government employees are barred from attending such events or organising gatherings for this purpose. The use of government vehicles for election rallies and processions has also been prohibited.
The Election Commission has directed government employees to remain politically neutral and avoid supporting or opposing any candidate or taking part in election campaigns.
Chief Election Commissioner Mustafa Mughal warned that officials found violating the orders could face strict legal and disciplinary action, including suspension. Candidates involved in violations could also face disqualification.
The restrictions have come into force immediately. The AJK Chief Secretary has been directed to circulate the orders among all government departments and ensure their implementation.
The commission has also asked the government and law enforcement agencies to improve the law and order situation so that elections in the seven constituencies can be held as soon as possible.
