ISLAMABAD (Kashmir English): The Capital Development Authority (CDA) has ordered the sealing of marketing and site offices of Bahria Town in Bahria Enclave housing society in Islamabad’s Zone 4.
CDA’s Directorate of Regional Planning took action over an alleged unauthorised expansion, violations of the approved layout plan, and other regulatory irregularities, including construction of buildings in the scheme without obtaining a non-objection certificate (NOC).
The order, dated September 18, added that the approved layout plan of Bahria Enclave-I Housing Scheme covered an area of 12,543 kanals, while the scheme was subsequently expanded to more than 18,000 kanals.
The CDA alleged that development work, sale and purchase of plots, and construction activities were carried out on land that had not received the required approvals.
According to the authority, Bahria Town was repeatedly directed to stop development activities on the unapproved land and submit a revised layout plan. However, the CDA maintained that development and construction activities continued despite those directions.
The authority further stated that the stipulated completion period for the housing scheme had expired and that the required formalities for completion of development work and issuance of a completion certificate had not been fulfilled.
The CDA also cited alleged violations of the approved layout plan, including the reported conversion of land designated for a park into commercial use.
The letter further alleged encroachment on CDA-owned land, construction on authority property, and development of an unauthorised access road connecting the scheme with Old Kuri Road.
“In addition to the above Illegalities and Irregularities, M/s Bahria Enclave has also encroached upon CDA land. This CDA Land in Adverse Possession had been developed, and buildings constructed illegally,” it stated.
According to the CDA, two different layout plans (LOPs) of Bahria Enclave are available on record, with a discrepancy of more than 200 kanals in the areas designated for parks, playgrounds and green spaces.
The authority, therefore, directed Bahria Town to implement all the terms and conditions of the LOP and NOC, deposit dues, fines and fees, demolish illegal buildings and access roads constructed on CDA land, while obtaining approval for the layout plan, NOC, and building drawings related to the unapproved land and expansion of the scheme.
According to the letter, a final show cause notice was issued on September 9, 2026, to which Bahria Town submitted its response on September 15. However, the CDA said that it did not find the response credible on factual and logical grounds.
The civic authority has now instructed the “Directorate of Enforcement to seal the marketing and site offices of Bahria Town (Pvt.) Ltd., including the New Bahria Head Office, Business District, Bahria Enclave, Zone 4, Islamabad, under the relevant rules and regulations.
The letter also directed the relevant authorities to take action against illegal constructions and structures as per the law, while IESCO and Sui Northern Gas have been directed to provide service connections only as per the approved layout plan and approved building plan.
