ISLAMABAD (Kashmir English): All the civil servants have been asked by the Establishment Division to declare if they possess dual nationality according to the recently promulgated Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026, where officers all over the government departments are bound to file a declaration within a span of 90 days.
This order has been issued in the form of an office memorandum, which has been forwarded to all the ministries and divisions by the Establishment Division.
It contained details about how to comply with the notification and also had a declaration form designed by the Establishment Division, where the officers have been directed to enter their details.
According to the new rules, civil servants have been ordered to report on their personal and service information that may include details about their current posting and current job. Officers will be asked if they have any dual nationality and are involved in any pending application/processing of acquiring foreign citizenship.
Civil servants have also been directed to disclose any foreign passport they own, permanent residence status, immigration programs, travelling document or any other foreign linked affiliation; same information will have to be provided about spouses and their dependent children.
The new rule that has now made it obligatory for the existing civil servants and candidates seeking any employment under government services to declare any such information related to dual nationality was officially notified by the Establishment Division on June 1, 2026, as Civil Servants (Disclosure and Regulation of Foreign Nationality) Rules, 2026.
According to the rules, any such civil servant who acquires a foreign nationality or joins any immigration program, or applies for and is granted a foreign passport or traveling document, or anyone who falls under any such rule specified should report to the department; violation of the rule could lead to departmental proceedings.
In a different order, the Establishment Division has asked for a declaration to be submitted by officers belonging to the Customs Service, Inland Revenue Service, and ex-cadre posts in the Federal Board of Revenue by July 8, along with the requested information.
