MUZAFFARABAD (Kashmir English): The Azad Jammu and Kashmir government has taken a major step towards regularizing the ad hoc and temporary employees of Basic Pay Scale-1 (BPS-1) by issuing an ordinance for their regularization.

According to a notification issued by the Department of Law, Justice, Parliamentary Affairs and Human Rights, the government has directed to publish “The Azad Jammu and Kashmir Regularization of Services of the Adhoc and Temporary Employees (Basic Pay Scale-1) Ordinance, 2026” (Ordinance No. VII of 2026) in the official gazette immediately.

The Section Officer (Legislation) has written a letter to the Controller Government Printing Press Muzaffarabad urging that this ordinance be published in a special issue of the gazette on “highest priority” grounds.

Copies of this important ordinance have been sent to all relevant departments including the Secretary to the President of Azad Kashmir, Principal Secretary to the Prime Minister, Chief Secretary, Secretary Law, Registrar of the Supreme Court and High Court for legal action and record.

This decision has paved the way for permanent employment of hundreds of temporary Grade 1 employees.

AJK President issued ordinance

The President of Azad Kashmir issued this ordinance under Article 41 of the Interim Constitution of 1974 because the Legislative Assembly was not in session and, according to the government, immediate action was necessary.

This ordinance is being described as a significant development for hundreds of temporary Grade 1 employees who have been awaiting regularization for a long time.

It is worth noting that the election schedule is to be issued in a few days, and the Pakistan Peoples’ Party government is trying to provide maximum relief to employees.
