Grade 1 temporary, ad-hoc employees regularized through ordinance in AJK

MUZAFFARABAD (Kashmir English): The Azad Jammu and Kashmir (AJK) government has issued a presidential ordinance to regularize ad-hoc and temporary employees of Grade 1.

The ordinance, initiated by the Department of Law, Justice, Parliamentary Affairs and Human Rights has been enforced with the approval of acting President of Azad Kashmir Chaudhry Latif Akbar since May 14, 2026.

This ordinance will be applicable throughout Azad Jammu and Kashmir and will apply to Grade 1 employees of government, semi-government institutions, corporations, and special organizations.

Only those employees who were appointed on an ad-hoc or temporary basis, are appointed against a clear vacant post, and possess the required education and experience according to the relevant service rules will benefit from this ordinance.

Daily wage and work-charged employees will not benefit from this ordinance. Departmental selection committees will check the employees’ records.

The committees will prepare recommendations within 30 days, after which the competent authority will approve regularization based on the recommendations.

According to the ordinance, regularized employees will be considered junior to already regularized employees.

It said if an employee previously worked on a development project and later their post was transferred to the regular budget, their previous service will also be counted.

AJK President issued ordinance

The President of Azad Kashmir issued this ordinance under Article 41 of the Interim Constitution of 1974 because the Legislative Assembly was not in session and, according to the government, immediate action was necessary.

This ordinance is being described as a significant development for hundreds of temporary Grade 1 employees who have been awaiting regularization for a long time.

It is worth noting that the election schedule is to be issued in a few days, and the Pakistan Peoples’ Party government is trying to provide maximum relief to employees.
