ISLAMABAD (Kashmir English): The federal government has decided to change the governance structure of Islamabad Capital Territory (ICT), including the establishment of a separate elected government and assembly.
As per details, a high-powered committee under Planning Commission Minister Ahsan Iqbal has proposed a 138-page report on “ICT Governance Model”, for administrative restructuring of Islamabad. The report has been presented to PM Shehbaz Sharif.
According to the report, a separate chief executive will be elected, either as chief minister or mayor, who will oversee administrative affairs.
The chief executive will be elected by the Islamabad Capital Territory Assembly (ICTA), comprising 27 members, including 21 directly elected members, five reserved seats for women, and one reserved seat for minorities.
The ICTA will be responsible for making local laws related to the federal capital and will legislate on urban arrangements, development projects, and other matters.
The proposal added that the Islamabad Capital Territory Government (ICTG) will have administrative and financial autonomy comparable to provincial governments, while preserving Islamabad’s special federal character.
The division of powers will be clarified in the new structure so that administrative decisions can be taken quickly and effectively.
Officials said that this proposed system aims to improve governance and expedite the resolution of urban problems.
Further consultations are underway regarding the final approval and implementation, while suggestions are also being sought from various institutions.
