MIRPUR (Kashmir English): Commissioner Mirpur Division, Chaudhry Mukhtar Hussain, has taken notice of growing public concerns about the City Housing Scheme Mirpur, following a podcast aired on Kashmir Digital Media Network. In response, he has directed the Deputy Commissioner of Mirpur to take immediate action to address key issues related to the scheme.
The issues are largely based on the stability of land, suggested to be used in the City Housing Scheme Mirpur. WAPDA was already warned by the officials that some of the houses in the neighbourhood of Kakra Town were damaged by the Mangla Dam Raising Project. This brought out doubt on land in which the housing scheme was to be unfolded in terms of safety and stability.
To address this, a geological survey and soil testing will now be conducted within a month by independent experts. The results will be made public to keep citizens fully informed.
Besides that, the authorities have advised on the issuance of plot numbers approved to be sold. The City Housing Scheme Mirpur management have to be very strict in the sales they have to sell the plots which they are legally allowed to. In case illegal sales are made, then the company No Objection Certificate (NOC) will be cancelled and action on legal proceeding will be taken.
The Commissioner also announced that until 80% of development work in Phase 1 is completed, the company will only be allowed to charge a token amount of Rs. 100,000 per booking. Charging more before this milestone is reached is prohibited.
No full payment toward plot prices can be accepted without prior government approval. Moreover, the City Housing Scheme Mirpur must finish all development work and hand over possession to all allottees within one year of booking.
The Mirpur Development Authority is mandated with the role of monitoring the on-site progress to guarantee a transparent and quality development. They will be expected to hand in reports on development status, weekly.
