ISLAMABAD (Kashmir English): The Higher Education Commission (HEC) has invited applications for the Commonwealth Scholarships 2025.
These scholarships are funded by the Commonwealth Scholarship Commission (CSC) UK, which aims to promote higher education and international development.
These scholarships will provide opportunities for Pakistani students to pursue postgraduate studies at UK universities.
Application Deadline
The deadline for submitting applications on the HEC portal is 14 October 2025, 4 pm (Pakistan time). Under this program:
- 26 seats for the Masters
- 30 seats have been allocated for PhD
Eligibility Criteria for the Commonwealth Scholarships 2025
The applicant must be a citizen and permanent resident of Pakistan or Azad Jammu and Kashmir.
- The last degree must be a first division.
- Candidates with dual citizenship will not be eligible.
- A minimum of 16 years of education is required for a Master’s.
- For a PhD, 17 or 18 years of education (MS/MPhil) is mandatory.
Test Requirement:
- A minimum of 60 marks out of 100 in the Higher Education Aptitude Test (HAT) is required.
- Only HAT General Categories I–IV will be acceptable.
- Merit list will be prepared on the basis of HAT marks only.
CSC (UK) Requirements
- Selected students must commence their studies in the UK by September 2026.
- A complete academic record and at least two references must be provided.
- PhD candidates must provide a supporting statement from a UK supervisor.
- Scholarships will not normally be awarded for a second Master’s degree, unless there is a strong justification.
- The candidate must demonstrate financial need.

The following documents are required for the application
- Academic certificates
- National Identity Card/Domicile
- Two reference letters
- HAT results
- Research Proposal
- Supervisor’s letter for PhD candidates
Online Application
- The form must be completed and the documents uploaded to the HECE portal.
- A separate application must also be submitted on the CSC online system.
- Submission: Both applications must be submitted on time.
