The Ministry of Energy and Water Resources has officially issued a notification on Friday, implementing the agreement between the Joint Awami Action Committee (JAAC) and the Azad Kashmir government.
According to the notification, the President of Azad Jammu and Kashmir, acting on the cabinet’s decision dated November 21, 2025, has approved the elimination of electricity arrears.

Among many agreements reached between the JAAC and govt in early October 2025, it was also agreed that the meter connections of the houses affected by the expansion of the Mangla Dam project should be disconnected, and the bills issued in the names of these houses should be cancelled.
Moreover, the government also agreed that the possession of lands with extended families of Mirpur district, affected by the construction of Mangla Dam, will be regularized within 30 days.
The demands further added that not only the compensation payments due to WAPDA in light of the court decisions regarding Mangla Dam should be paid immediately, but all hydro projects should be built on flowing rivers, and the course of the rivers should be diverted as they cause serious damage to the environment.
