MELBOURNE (Kashmir English): In a big boost to international graduate students, Canada has decided to eliminate federal study permit limits for international students in master’s and PhD programs at public universities, effective January 2026.

This, according to the Immigration Levels Plan 2026–2028, will have a dual purpose: attracting high-quality research talent on one hand and maintaining overall student intake on the other.

Faster Visa Processing for PhD Students

In addition to the cap exemption, international PhD students will also be eligible for a 14-day fast-track study permit processing, which will also extend to family members accompanying them.

Immigration, Refugees and Citizenship Canada has since introduced a dedicated graduate student webpage that highlights study programs, scholarships, and work opportunities after graduation.

“Graduate students play an important role in Canada’s research and innovation ecosystem and are more likely to stay in Canada and contribute to the economy in the long term,” said the official.

Why the Change Matters

While Canada is capping the number of international undergraduate and college-level permits, graduate students are mostly exempt from these caps to ensure the country continues to attract high-skilled researchers and innovators who contribute to economic growth and scientific and technological excellence.

The new policy reflects a strategic approach, intended to balance growth with sustainability in the international student market.

By 2027, Canada aims to decrease the overall temporary resident population-which includes students, temporary workers, and short-term visitors under 5% of the total population, as the demands increase for housing, healthcare, and infrastructure.
