MUZAFFARABAD (Kashmir English): In an exclusive interview with Kashmir Digital, Deputy Commissioner Muzaffarabad Mudassar Farooq spoke openly about the shortcomings and division of responsibilities in the revenue department system.
Deputy Commissioner Muzaffarabad Mudassar Farooq said that a Patwari cannot make any big mistake without the blessings of his superiors, and if a mistake is made, it becomes the collective responsibility of the entire system.
He further said that sometimes the revenue department officers put the entire burden on the Patwari to hide their mistake, although according to the constitution, the Patwari in the revenue department cannot make any big mistake on their own.
The Deputy Commissioner said that if a Patwari has made any mistake, it is the collective responsibility of the entire system and the revenue department officers many times put the entire responsibility on the Patwari to hide their mistake.
Mudassar Farooq said that I believe that if the Patwari is involved in any act, it means that the supervision system has failed.
There is a regular system of supervision, the Patwari cannot make any big mistake on his own unless he gets the blessings of the officers.
He said that we have stopped all the NOCs of Shamilat and Khalsa Jat, because innocent people coming from rural areas who wanted to come and settle here, were sold lands of Shamilat and Khalsa Jat by an organized mafia at a low price.
