Karachi police to issue e-challans on the spot with new mobile app

KARACHI (Kashmir English): Following the October 2025 launch of AI-driven e-challans, Karachi authorities are now planning enforcement by enabling traffic officers to issue fines directly from their smartphones.

Under this new system, authorised officers will use a specialised mobile application installed on their personal devices to document traffic violations.

When an officer photographs an infraction through the app, the data is automatically transmitted to a central e-challan officer for processing.

The application has been developed and is scheduled for an imminent experimental rollout. To maintain accountability, the software will be restricted to authorised personnel, and the identity of the reporting officer will be recorded on every fine issued.

E-challan via TRACS

The Traffic Regulation and Citation System (TRACS) was launched on October 27, aimed at replacing the outdated manual ticketing process with a fully automated e-ticketing mechanism, utilising advanced AI-integrated CCTV cameras to detect violations such as over-speeding, red light jumping, and helmet non-compliance.

The TRACS removes human discretion, confrontation and potential bias, ensuring fairness and accountability on the roads.

TRACS Sahulat centres at major traffic offices and police stations offer support to citizens for paying fines, clarifying violations and contesting challans.

The integration of TRACS with key government databases, including excise and taxation, the driving licence system and Nadra e-Sahulat, and modern payment gateways allows citizens to view and pay traffic fines securely online or via their mobile devices.

The app further simplifies the process, empowering users to monitor violations and settle challans in real-time.

In its initial phase, 200 cameras have been installed across the port city, with plans to expand to 12,000 cameras city-wide and eventually to other districts in Sindh.

The system’s integration with the Citizens-Police Liaison Committee ensures transparent oversight and redressal. However, since its inauguration, the news system has sparked debate with critics pointing to the lack of adequate facilities and infrastructure in Karachi to support its implementation.
