ISLAMABAD (Kashmir English): The Government of Japan has opened applications for 16 fully funded master’s scholarships for Pakistani government officers under the Japan Development Scholarship (JDS) Program 2026, offering selected candidates the opportunity to study at Japanese universities during the 2027–28 academic year.
According to the Japan International Cooperation Center (JICE), the scholarships cover full tuition fees, round-trip airfare between Islamabad and Japan, monthly living allowances, arrival allowances and accommodation assistance.
Selected candidates may also receive support for books, academic travel, seminars and overseas travel insurance.
Three Fields of Study Covered Under Scholarships
The programme offers scholarships in three major fields: public administration, finance and governance; industrial promotion and investment climate; and climate change and energy policy.
Of the 16 available scholarships, 11 are allocated to public administration, finance and governance, while three are reserved for industrial promotion and investment climate and two for climate change and energy policy.

Candidates must also demonstrate proficiency in English.
The scholarships primarily target eligible federal government cadre and ex-cadre officers serving in BPS-17 or above within approved organisations. Provincial government employees should contact JICE to confirm their eligibility.
The programme welcomes applications from both male and female officers and encourages eligible women to pursue postgraduate studies in Japan. Candidates must also meet the academic, professional and health requirements specified in the official guidelines.
Application Process and Last Date
Interested candidates must complete the online application and upload the required academic and professional documents through the official JDS Scholarship website. JICE advises applicants to review all details carefully before submission, as applications cannot be modified once submitted.
