ISLAMABAD (Kashmir English): The federal government has taken an in-principle decision to allow internet and mobile services in airplanes in Pakistan, marking a major step toward introducing in-flight connectivity services.
Pakistan Telecommunication Authority (PTA) has prepared a license for in-flight telecommunication satellite services, the draft of which has been released for consultation.
“This License authorizes the Licensee to establish, maintain and operate a Licensed System on a non-exclusive basis, for provision of Inflight Telecommunication Satellite (ITS) Services to foreign/domestic airline,” the draft license issued by the PTA stated.
According to the details, the PTA has invited stakeholders to submit suggestions and recommendations on the draft policy by May 31.
Under the license, it will be allowed to provide in-flight telecommunication satellite services. License holders will be able to provide internet and mobile telecommunication services in airplanes.
Mobile service in airplanes is subject to an altitude of 3000 meters; the license period has been fixed for 10 years, while the facility of renewal will be available. Before starting the service, a regular certificate must be obtained from PTA.
The license holder will have to start services within 12 months. Data storage and processing in Pakistan has been made mandatory for license holders, while registration of the satellite operator with Pakistan Space Activities Regulatory Board (PSARB) will also be mandatory.
In addition, international bandwidth will have to be obtained from the local LDI licensee. A condition has also been added to ensure the confidentiality and security of user data.
There will be a ban on the use of telecom equipment without approval, and the condition has been imposed to keep the quality of services in line with international standards.
The spectrum fee is not applicable at present; it may be revised in the future, sources said.
Prior permission of the PTA will be required to transfer the license to anyone, and the license can be suspended or terminated for violation of laws.
