ISLAMABAD (Kashmir English): The net metering policy for solar consumers has been changed and a net billing system will be implemented in Pakistan.

Nepra has named the new rules ‘Solar Consumer Rules 2025’, and the Ministry of Energy has approved it after consulting stakeholders.

According to the documents, under the new rules, the period of solar contracts has been reduced from 7 years to 5 years.

The additional surcharge received by consumers under net metering has been abolished and per-unit payment has been introduced for import and export.

In the new net billing system, the price per unit has been fixed at around Rs 11, while in the previous net metering, consumers used to get a benefit of Rs 25.98 per unit.

In the future, consumers with a load of less than 25 kW will be required to obtain a license from Nepra.

Earlier, domestic, industrial and commercial consumers could use solar up to 25 kW without a license.

The Ministry of Energy and Nepra prepared this policy after several months of consultation.

The Ministry of Energy has told the federal government that it is not possible to operate solar systems without a new policy.
