MUZAFFARABAD (Kashmir English): The AJK government is considering introducing significant constitutional amendments in Azad Jammu and Kashmir (AJK) through the proposed 16th Amendment to the AJK Interim Constitution Act, 1974.

Reliable sources have confirmed to Kashmir Digital that consultations are underway for constitutional amendments, aimed at resolving longstanding controversial issues and improving governance mechanisms.

According to reports, the process of consultation between state institutions and the federal government has already been completed, and now the political leadership, parliamentary parties, and key stakeholders of AJK have been invited to provide their input before the draft is presented to the cabinet for approval.

Under the proposed amendment, a transparent procedure for the election of migrant members of the AJK Legislative Assembly is likely to be introduced, which will possibly be done through a proportional representation system.

The draft also includes approval to hold the AJK Legislative Assembly elections in April next year.

Sources further indicate that the restoration of legislative powers of the Kashmir Council and the votes of Kashmir Council members in the presidential election are also part of the 16th Amendment.

Moreover, in the absence of a permanent Chief Election Commissioner, the amendment proposes that the Chief Justice of the Supreme Court of AJK be given additional charge of the position, ensuring continuity in electoral and administrative matters.

Constitutional experts and senior officials have reportedly been deeply involved in drafting the proposed changes, which are being described as one of the most consequential revisions since the establishment of the Interim Constitution in 1974.

A high-level briefing on the proposed 16th Amendment is expected soon, where all stakeholders will review the draft and deliberate on final recommendations.

Sources further added that the coming days will be crucial as political consensus is sought to ensure the smooth passage of the amendment and stability in Azad Kashmir’s political landscape.
