MUZAFFARABAD (Kashmir English): The representatives of the government of Pakistan, government of Azad Kashir and members of the Joint Awami Action Committee (JAAC) have agreed to form a committee to oversee implementation of the points agreed between the opposing sides.
The decision to this effect was taken after hours-long hectic round of talks between the parties that started on Friday evening and continued until Saturday morning.
According to details, the special committee formed on the directives of the Prime Minister of Pakistan and Chairman Kashmir Council, Mian Shehbaz Sharif under the chair of former Prime Minister Raja Pervez Ashraf met in Muzaffarabad, Azad Kashmir and extensively discussed important issues including the ongoing public protests.
The other key issued were administrative crisis, elite privileges, and seats for Kashmiri refugees residing in Pakistan.
The meeting reviewed proposals, reservations, and demands from both sides and considered the formation of a consensus framework for a permanent solution to the problem.
Federal ministers, representatives of the Azad Kashmir government, and members of the Joint Public Action Committee (JAAC) attended the meeting.
The meeting was attended by MNAs, federal ministers, and ministers of Azad Kashmir and members of the Joint Action Committee (JAAC).
Members of the Federal Committee included Raja Pervez Ashraf, Former Prime Minister Pakistan; Rana Sanaullah, Federal Minister IPC; Professor Ahsan Iqbal, Federal Minister for Planning and Special Initiatives; Qamar Zaman Kaira, Former Minister for Kashmir Affairs; Amir Majma, Federal Minister for Kashmir Affairs; Dr. Tariq Fazal Ch, Federal Minister for Parliamentary Affairs; and Sardar Muhammad Yusuf, Federal Minister for Religious Affairs.
Representatives of Azad Kashmir government included Dewan Ali Chughtai, Minister for Education; and Faisal Rawathore, Minister for Local Government.
JAAC representatives
Joint Awami Action Committee (JAAC) was represented by Raja Amjad, Shaukat Nawaz Mir and Anjum Zaman Awan.
Following a detailed session, the following decisions were made:
FIRs will be registered under the Anti-Terrorism Act, under relevant sections, for incidents of deaths of law-enforcement agencies (LEAs) and protesters during demonstrations and riots.
A judicial commission will also be established where needed.
Financial compensation equal to that of government personnel will be provided to those killed in the incidents of October 1 and 2, 2025.
Those injured by bullets will be compensated by Rs1m each and a government job will also be provided to the victim.
Notifications for two additional Intermediate and Secondary Education Boards for Muzaffarabad and Poonch divisions will be issued.
All three Intermediate and Secondary Boards of Azad Jammu and Kashmir will be affiliated with the Federal Board of Intermediate and Secondary Education Islamabad. (Within 30 days)
The occupation of land belonging to families in Mirpur district under the Mangla Dam Raising Project will be legalized within 30 days.
The Local Government Act in its current form, will be harmonized with the spirit of the original Local Government Act of 1990 and the decisions of the higher courts within 90 days.
The Government of Azad Jammu and Kashmir will release funds for the implementation of the health card within 15 days.
Further decisions and actions
MRI and CT scan machines will be provided in every district of Azad Jammu and Kashmir in phases through funding from the Government of Pakistan.
The Government of Pakistan will provide 10 billion rupees for the improvement of the electricity system in Azad Jammu and Kashmir.
The size of the cabinet will be limited to 20 ministers/advisors. The number of administrative secretaries will not exceed 20 at any time. For this purpose, departments like Civil Defence will be merged into SDMA.
The Accountability Bureau and Anti-Corruption Establishment will be merged. The Accountability Act of Azad Jammu and Kashmir will be aligned with the NAB laws of the Government of Pakistan.
The Government of Pakistan will conduct a feasibility study for the construction of two tunnels on the Neelum Valley Road. (Kahori-Kamsar 3.7 km) and (Chaplani 0.6 km).
This project will be prioritized under the Saudi Development Fund in Azad Jammu and Kashmir as per PC-1 of December 6, 2022.
A high-powered committee comprising legal and constitutional experts will consider the issue of members of the non-AJK constituency of the Azad Jammu and Kashmir Assembly.
The committee will include two legal experts each from the Government of Pakistan, the Azad Jammu and Kashmir Government, and JAAC.
Funds, privileges, and ministerial status will remain suspended under the current arrangements until the committee’s final report is presented.
A judicial commission, including a High Court judge, will be formed to register FIRs for incidents that occurred in Banjosa (September 21, 2025), Muzaffarabad (September 30 and October 1), Palak (October 1), Dheerkot (October 1), Mirpur (October 2), and Rayan Kotli (October 1).
The timeframe for establishing an international airport in Mirpur will be announced within the current fiscal year, after consultation and deliberation with the appropriate authority and the Government of Pakistan.
Property transfer tax will be brought at par with Punjab or Khyber-Pakhtunkhwa within three months.
Hydel projects will be implemented in accordance with the High Court’s 2019 decision.
A feasibility study for an improved water supply project for 10 districts will be conducted in the current fiscal year.
Funds will be provided for operation theaters in all THQ hospitals.
Construction of bridges in Gulpur and Rahman (Kotli) will be undertaken under ADP.
The advance tax rate will be reduced in line with Gilgit-Baltistan and FATA.
Admissions to educational institutions will be based on open merit.
Further decisions and actions
Water supply project and transmission line for Kashmir Colony Dadyal, under ADP.
Property rights will be granted to refugees of Mandor Colony Dadyal.
The transport policy will be reviewed in light of the High Court’s decision, especially regarding the use of 1300 CC vehicles.
Kashmiri protesters arrested in Rawalpindi and Islamabad on October 20 and 3 will be released.
Committee for monitoring and implementation
A Monitoring and Implementation Committee (M&I) will be established to oversee and implement the agreement, comprising representatives from the Federal Government, the Government of Azad Jammu and Kashmir, and JAAC. This committee will also be responsible for dispute resolution.
The committee will perform the following tasks:
Develop procedures and rules for the implementation of each decision and set time limits, considering budget and other constraints.
Review and rationalize the existing privileges and fringe benefits provided to the judiciary, government officials, and ministers.
