MUZAFFARABAD (Kashmir English): Taking strict notice of the issue of recruitment in the health department, the Supreme Court (SC) of Azad Kashmir has ordered the immediate removal of District Health Officer Haveli Jawad Afzal Kayani from his post in a contempt of court case and not to re-appoint him as DHO for the next five years.
During the court hearing, it was revealed that the District Health Officer and other officials forged and altered the merit list of the District Traffic Officer in the appointment of a driver. Through this process, a candidate who had not passed the driving test was declared successful.
SSP Haveli Amir Nawabi and the District Traffic Officer appeared in the court in person and confirmed in writing that the changes in the driving test reports were made in the DHO office.
The court was told that when the ad hoc-appointed employees asked for certified copies of the merit list, the DHO had initiated disciplinary action against them.
This important decision of a two-member bench was delivered by Acting Chief Justice Khawaja Muhammad Naseem and Justice Raza Ali Khan, while the decision was written by Justice Raza Ali Khan.
The decision ordered the Chief Secretary to conduct a high-level inquiry into the matter. The court further clarified that certified copies of public documents are a fundamental right of every citizen, and the government should immediately formulate a transparent and clear policy for this.
