Shopkeepers to face jail for not issuing receipts in Muzaffarabad

MUZAFFARABAD (Kashmir English): Deputy Commissioner Muzaffarabad has notified that legal action will be taken against the shopkeepers who do not issue bills or receipts to customers after any purchase. The action includes three years of imprisonment and a fine of one lakh rupees.

According to the order issued on Tuesday, some shopkeepers and traders in Muzaffarabad district do not issue receipts despite being asked by the consumers during their purchases.

“Under Section 3 Sub-section 2(g) of the Price Control and Prevention of Profiteering and Hoarding Act. 1977, all shopkeepers are bound to issue bills/receipts upon the demand of the consumers,” the DC Office said in an order, adding that obtaining a bill or receipt is a fundamental right of the consumers and citizens under the said Act.

Price Controller Muzaffarabad instructed shopkeepers to issue bills on the demand of the consumers in case of any purchase, otherwise in case of non-compliance, legal action will be taken against the concerned shopkeeper under Section 7 of the Price Control Act with immediate effect.

In another development, District Magistrate Muzaffarabad has ordered all Magistrates to install the “QR Code Scanner Application” in their mobile phones to use it during the inspection/checking of food items during Ramadan.

In order to prevent this, arbitrary prices are charged for products of different brands/companies, orders have been issued to the duty magistrates to use the “QR Code Scanner Application” and bring the prices to moderate.
