MAKKAH (Kashmir English): As part of the preparations for the Hajj season 2026, the Ministry of Interior Kingdom of Saudi Arabia has started implementing the Makkah Permit System from Monday, April 13, 2026.
According to the Saudi Press Agency SPA, a statement issued by the Ministry of Interior said that “the process of issuing mandatory permits for entry into Makkah during the Hajj season has also begun”.
The Ministry instructed individuals whose Iqama is outside Makkah city and who travel to Makkah or the holy sites for their professional responsibilities that they should submit an application for the issuance of a Makkah Permit for the current Hajj season on the ‘Absher’ or ‘Muqeem’ platform, after which a digital permit will be issued upon review.

The Ministry has also launched a unified portal ‘Mansaba Tasreeh’ for permits, through which Makkah and holy sites permits are issued.
The Ministry stated that no one other than Hajj visa holders will be allowed to enter or stay in Makkah from April 18, 2026.
The stay of those holding visit or other types of temporary visas in Makkah after this period, other than Hajj visa holders, will be considered illegal.
Umrah visa holders have been strictly instructed by the Ministry to depart for their countries by April 18, 2026.
