NEELUM VALLEY (Kashmir English): Residents of Neelum Valley, particularly from Grace Valley, have raised serious concerns over the lack of basic services in their area. Despite being known for its natural beauty and tourism appeal, Neelum Valley remains deprived of healthcare, education, electricity, and transportation — four key pillars of development.

Locals say the healthcare system is nearly non-existent. Although a Rural Health Center (RHC) was recently set up under a government health package, the facility lacks both medicines and staff. During winter snowfall, the situation worsens as patients cannot be transported to hospitals. People have now demanded the provision of an air ambulance to save lives in emergencies.

Education in Neelum Valley is also in poor shape. Lower Grace Valley still has no girls’ high school, and the female literacy rate is zero. Residents call this a failure of the government’s education policy and are demanding better schooling facilities for girls.

The road from Kail to Grace has been under construction for the past five to six years. Due to substandard materials and careless contractors, the road is still incomplete. Locals are calling for the removal of irresponsible contractors and faster completion of road projects to improve connectivity in Neelum Valley.

Electricity is another major issue. Although a survey for the Bulwai Hydel Power Project has been completed, construction has not started. Experts believe this project is critical to meet the energy needs of the region and prevent deforestation. Without proper electricity, locals are forced to rely on wood, further damaging the environment.

Tourism also brings its own set of problems. Visitors often leave behind trash, harming the area’s ecosystem. While locals welcome tourists, they urge them to respect the environment and help keep Neelum Valley clean and green.

Residents of Neelum Valley presented four clear demands to the government:

  1. Proper healthcare facilities and air ambulance service

  2. A girls’ high school and improved education

  3. Immediate start of the Grace Hydel Power Project

  4. Better roads and transportation services

The people of Neelum Valley say these issues must be addressed urgently to bring progress to the region and support both local livelihoods and tourism.
