PESHAWAR (Kashmir English): The National Accountability Bureau (NAB) Khyber-Pakhtunkhwa has summoned former Chief Executive Officer/Chairman of Sehat Sahulat Program / Sehat Card Plus, Khyber-Pakhtunkhwa, Dr Muhammad Riaz Tanoli for investigating alleged corruption carried out through manipulating health data.

According to a notice issued under Section 19 of the National Accountability Ordinance, 1999, dated October 17, 2026, Dr Tanoli has been called to appear in-person before the Combined Investigation Team (CIT-Medical Wing) at NAB Khyber-Pakhtunkhwa, PDA Building, Phase-V, Hayatabad, Peshawar on October 29, 2026 (Thursday) at 11:00 AM.

Alleged corruption in Sehat Card Plus Program

The notice states that NAB Khyber-Pakhtunkhwa is conducting an inquiry/investigation into alleged acts of corruption, corrupt practices, gross financial irregularities, misadministration, and embezzlement of public funds allocated for the Sehat Card Plus Program during his tenure as Chief Executive/Chairman.

It stated that preliminary scrutiny of official records, audit logs, and fund disbursement streams reveal significant discrepancies and potential misuse of public exchequer allocations.

It said in Financial Year 2023-2024, an aggregate amount of approximately PKR 12.0 billion was released to the Sehat Card initiative for health coverage and vendor/insurance clearing mechanisms.

“Discrepancies noted include unaccounted expenditures, non-reconciled claims, unauthorized premium adjustments, and questionable operational overhead payments.”

The notice further said for the period July 2025 – July 2026, a sum of PKR 9.0 billion was disbursed under Tanoli’s direct oversight. “Discrepancies noted include unsubstantiated expansion of the beneficiary/cardholder database, ghost/duplicate card issuance, improper vendor selection, and failure to establish verifiable audit trails for high-volume hospital claims.”

The notice further stated that facts and evidence gathered so far indicate potential violation of public procurement standards (KPPRA Rules), fiduciary breach, and unauthorized diversion of state funds meant for universal health coverage.

Dr Tanoli has been directed to bring along certified copies/original documents pertaining to complete record of fund disbursements, bank account statements, and audit reports for FY 2023-2024 (PKR 12.0 Billion) and July 2025 – July 2026 (PKR 9.0 Billion); complete enrollment criteria, vendor selection contracts, third-party administrator agreements, and verified beneficiary distribution rosters (including total cards issued and active claims processed); and personal Asset Declaration forms submitted during and after his tenure in office.

The notice warns that failure to comply with the direction without lawful excuse may render him liable to penal consequences under Section 2(c) of the Schedule to the National Accountability Ordinance, 1999, and other relevant legal provisions.
