ISLAMABAD (Kashmir English): The Higher Education Commission (HEC) has announced a significant increase in degree attestation fees.

Under the new decision, the degree attestation fee has been increased from Rs 1,000 to Rs 3,000.

According to HEC Chairman Niaz Ahmed Akhtar, this move is part of the process of introducing a completely digital and paperless attestation system across the country. He said that a part of the new fee will be provided to universities for document attestation.

The HEC Chairman further said that under the new online system, students will no longer need to personally visit HEC offices or send their original certificates through courier. Applicants will be able to submit their applications online from home and will be issued digitally verifiable e-attestation certificates.

He added that in the old system, students had to bear additional expenses like university attestation, photocopying, travel and accommodation, but the new procedure will facilitate students, especially from remote areas, and will reduce time and cost.

How to submit an online application

At first, applicants must create an account at www.eservices.hec.gov.pk and are required to select the “Degree Attestation” option.

They are required to enter personal information, including name, father’s name, date of birth, marital status, gender, and address, etc.

Later, applicants will provide complete academic information from the Secondary School Certificate to their final degree.

After that, the following document types will be available for attestation under this section:
i. Degree
ii. Transcript (Result Card/Result Intimation Card/Detailed Marks Certificate)
iii. Provisional Certificate (only those issued by the university’s examination office)
iv. HEC Equivalence Letter

The candidates will then upload the transcripts online for scrutiny by the HEC and verification of credentials by the respective universities.

The system automatically calculates the fee based on the selected documents. Applicants are advised to select only those degree programs and documents that are required and readily available for attestation.

Then, applicants will complete the payment online through 1-link. The attestation fee is Rs. 3,000 per document (degree, transcript, provisional certificate, or HEC equivalence letter), the HEC wrote.

After a final review by HEC, an e-attestation certificate will be issued against the documents applied for attestation. Applicants will be notified via SMS and email.

The applicants can also download the verifiable certificate from their online account at the HEC Portal.
