ISLAMABAD (Kashmir English): Chief Minister Khyber-Pakhtunkhwa has repeatedly accused the federation of not giving them their full share in the NFC, and he tries to absolve himself by blaming the federation for the province’s misgovernance, lack of development work, and even terrorism in the province, but the facts speak otherwise.
Chief Minister Khyber-Pakhtunkhwa has made a baseless claim that the federation did not provide Rs 2200 million of the NFC Award, but according to the government, 100 percent of the NFC share has been fully paid to the province.
According to documents presented by the federal government, more than Rs8.4 trillion were provided to Khyber-Pakhtunkhwa through NFC, federal transfers, and support programs.
These funds include Khyber-Pakhtunkhwa’s share under the 7th NFC Award, allocation for the War on Terror, direct transfers, assistance for newly merged districts and IDPs, and federal social protection expenditures over the past 15 years (since 2010).
The Government of Khyber-Pakhtunkhwa has not only received its 100 percent share, but has also received significant assistance in several additional federal categories.
A brief and systematic overview of payments/transfers made to KP government is presented below:
July 2010 to November 2025 — 5,867 billion rupees were paid to Khyber-Pakhtunkhwa under divisible funds (7th NFC).
Since 2010 — 705 billion rupees were provided for the War on Terror (as an additional 1% of divisible funds).
July 2010 to November 2025 — 482.78 billion rupees were transferred under direct transfers (oil and gas royalties, gas development surcharge, excise duty on natural gas, etc.).
Fiscal Year 2016 to 2025 — 481.433 billion rupees were spent in Khyber Pakhtunkhwa through the Benazir Income Support Program (BISP) under unconditional cash transfers (UCT) and conditional cash transfers (CCT).
Since 2019 — 704 billion rupees were transferred from the federal share for the newly merged districts (NMDs).
In various years, 117.166 billion rupees were additionally provided for IDPs (Internally Displaced Persons).
On December 17, 2025, 46.44 billion rupees were released to Khyber Pakhtunkhwa as a bi-weekly installment of NFC.
Payments made to Khyber-Pakhtunkhwa govt
If a summary of payments made to the Khyber-Pakhtunkhwa government is presented, during July 2010 to November 2025, the province received 5,867 billion rupees under the 7th NFC, 705 billion rupees as an additional 1% for the War on Terror (since 2010), and 482.78 billion rupees in direct transfers.
In addition, 481.433 billion rupees were given under BISP in fiscal year 2016–2025, 704 billion rupees were transferred for newly merged districts since 2019, 117.166 billion rupees were provided for IDPs, and on December 17, 2025, 46.44 billion rupees were released as a bi-weekly NFC installment.
Under all these categories, Khyber-Pakhtunkhwa received a total of more than 8.4 trillion rupees during the said period, which shows the continuous provision of federal assistance to the province.
Over the past 15 years, a total of more than 8.4 trillion rupees have been paid to the Khyber Pakhtunkhwa government (approximately 560 billion rupees annually), out of which approximately 825 billion rupees have been paid by the federation in excess of the province’s due share (approximately 55 billion rupees annually under other categories).
From all the above-mentioned facts, it is clear that the Chief Minister of Khyber-Pakhtunkhwa is making such fabricated and false propaganda to divert attention from his political ambitions, increasing corruption, and bad governance in the province.
All these allegations are made so that the corruption going on in the province under the illegal spectrum continues.
