BEJIENG (Kashmir English): The Chinese Scholarship Council has announced 75 fully funded scholarships for Pakistani students for the academic year 2026–27 in line with the Government of China’s initiative to strengthen its educational ties with Pakistan.
The Higher Education Commission (HEC) of Pakistan is the nominating agency that will shortlist the eligible candidates for this program.
Programs Offered
The scholarship program offered by the Chinese Government allows international students to pursue undergraduate, Master’s, and PhD programs in various academic fields. It also includes a one-year preparatory course in Chinese, if required.

It is important to note that the preparatory year is mandatory for undergraduate students unless they possess a valid HSK Level 3 certificate, which shall not be older than two years. In addition, Master’s and PhD candidates can choose between Chinese- and English-taught programs.
Program 2025-26
Financial Coverage
The CSC scholarship provides the following comprehensive financial support for the degree program:
- Tuition Fees: It is fully covered by the host university, including education, administration, and health insurance costs.
- Accommodation: Free university dormitory or a housing subsidy.
- Monthly Stipend: Provided as per CSC policy (amount varies by degree level).
- Accommodation Allowance, including travel: The candidate shall bear the travel expenses.

Eligibility Criteria
The following are the requirements for fully funded scholarship applicants:
- Must be a Pakistani or AJK national. Dual nationality holders are not eligible.
- Must be in good health.
- Applicants whose degrees are incomplete at the time of the deadline will not be taken into consideration.
Other Requirements - Must meet the CSC eligibility and admission requirements of the university (academic performance, language skills, etc.).
- No applicant is allowed to hold any other scholarship concurrently.
- Must submit valid USAT (for Bachelor’s) or HAT (for Master’s/PhD) test scores.
- Minimum score: 50/100
- Validity: HAT (2 years), USAT (1 year)
Valid test results include:
- USAT scores from January 6, 2025, onwards.
- HAT scores from January 6, 2024, onwards.
- Or results from the upcoming December 7, 2025, test.
It is also advised that the candidates for medical, engineering, law, architecture, or veterinary degrees confirm their accreditation from the relevant professional council, such as PMDC, PEC, PNC, PCATP, PBC, PVMC, etc.
In the case of medical fields, follow the PMDC’s updated foreign admission policy regarding Public Notice-Sept 8, 2025.
How to Apply
All applicants must submit their applications on both the HEC portal and the CSC portal.
1. Apply through the HEC Portal
- Complete your profile and select “Learning Opportunities Abroad.”
- Apply online and print a copy of the signed application for your records.
- Use a valid email and mobile number.
2. Apply through the CSC Portal
- Program Category: Type A
- Agency Number: 5861 (HEC/Pakistan)
Fill out and download the application form, then sign it for your records.
Note: Both HEC and CSC application forms are compulsory. Absence of either would lead to disqualification.
For Undergraduate Applicants
- CSCA Test is required.
- Test Date: December 21, 2025

Required Documents
The shortlisted candidates will subsequently submit the attested and translated documents according to the instructions provided by the HEC:
- Notarized educational documents, CNIC, domicile, birth certificate, and equivalence certificates (if applicable).
- Study Plan or Research Proposal:
- Undergraduate: minimum 200 words
- Master’s: Minimum 800 words
- PhD: Minimum 800 words
Proof of language proficiency-IELTS/TOEFL/HSK, where applicable. Valid passport copy, valid until March 1, 2027. Foreigner Physical Examination Form (including blood test results, valid for 6 months).
Police Clearance Certificate-issued within 6 months. Chinese university pre-admission letter (optional, but preferred). Two letters of recommendation (for Master’s/PhD applicants). NOC from employer (in case employed).
Guardian’s documents (if under 18 years).
