OMAN (Kashmir English): Oman’s Ministry of Labor has issued an important notification regarding mandatory licensing for various occupations working in the energy and minerals sector.
The ministry has also set a correction period so that institutions and workers can complete their licenses and ensure compliance with the laws.
This announcement is in continuation of the policy that it was stated that it will be mandatory for workers in certain occupations in energy and minerals to obtain a license from the Omani Association for Energy and Mining Skills.
From January 2025, the main requirement for the issuance or renewal of a work permit for these occupations will be the registration of the license.
According to the report, this measure aims to increase the skills of the country’s workforce, regulate the labor market, and improve the quality of occupations. According to the ministry, the correction period for all companies and workers has been set until June 1, 2026, during which institutions will complete the licenses of their existing employees.
During the reform period, work permits for relevant occupations will be issued or renewed, even if the worker has not yet obtained a license. However, after June 1, 2026, work permits will be issued or renewed only for those workers who have a valid license from the Sector Skills Unit for Energy and Mining.
The ministry has urged businesses to adhere to the stipulated deadlines so that business operations are not disrupted, and labor laws are maintained.
The occupations for which a license is mandatory include HSE Advisor, Mobile Crane Operator, Forklift Operator, Excavator Operator, Slinger/Signaler/RNB, Lifting Supervisor, Driller, Machine Operator, Electrical Craft Person, Mechanical Technician, Pipe and Fitting Assembling Technician, and several other occupations.
