China to regulate AI with human-like interaction

BEIJING (Kashmir English): China’s cyber regulator has issued draft rules for public comment that would tighten oversight of artificial intelligence (AI) services designed for human-like emotional interaction.

The proposal targets consumer-facing AI that simulates human personalities, thinking, or communication styles across text, audio, and video.

Key requirements for AI providers include addiction prevention, psychological monitoring, safety and ethics.

Companies must assume full lifecycle responsibility, establishing systems for algorithm review, data security, and personal information protection.

The rules prohibit AI-generated content that endangers national security, spreads rumours, or promotes violence and obscenity.

The move reflects Beijing’s ongoing effort to regulate the rapid rollout of generative AI while prioritizing social stability and ethical safety.

The draft requires providers to warn users against excessive use and to intervene when users show signs of addiction.

The draft also targets potential psychological risks. Providers would be expected to identify user states and assess users’ emotions and their level of dependence on the service.

If users are found to exhibit extreme emotions or addictive behaviour, providers should take necessary measures to intervene, as per the draft legislation.
